  • The UN established World Population Day to raise public awareness about the challenges we face. The goal is to get people arou~nd the world to help those who are negatively affected by population growth. It’s hard for one person to bring about a solution that will influence the entire wo~rld, but if every individual tries to make a difference in his or her local community, worldwide change is attainable.

  • World Population day 11 जुलाई, 1987 में ही विश्व की जनसंख्या 5 अरब हुई थी, तब से इस विशेष दिन को विश्व जनसंख्या दिवस घोषित कर हर साल एक याद और परिवार नियोजन का संकल्प लेने के दिन के रुप में याद किया जाने लगा. आज विश्व जनसंख्या दिवस है. हर राष्ट्र में इस दिन का विशेष महत्व है क्यूंकि आज दुनियां के हर विकासशील और विकसित दोनों तरह के देश जनसंख्या विस्फोट से चिंतित हैं. विकासशील देश अपनी आबादी और जनसंख्या के बीच तालमेल बैठाने में मथ्थापच्ची कर रहे हैं तो विकसित देश पलायन और रोजगार की चाह में बाहर से आकर रहने वाले शरणार्थियों की वजह से परेशान हैं.

  • विश्व की कुल आबादी का आधा या कहें इससे ज्यादा हिस्सा एशियाई देशों में है. चीन, भारत और अन्य एशियाई देशों में शिक्षा और जागरुकता की वजह से जनसंख्या विस्फोट के गंभीर खतरे साफ दिखाई देने लगे हैं. आलम यह है कि अगर भारत ने अपनी जनसंख्या वृद्धि दर पर रोक नहीं लगाई तो वह 2030 तक दुनिया की सबसे बड़ी आबादी वाला देश बन जाएगा. इस समय भारत की आबादी 1.17 अरब है. यहां हर एक मिनट में 25 बच्चे पैदा होते हैं. यह आंकड़ा वह है जो बच्चे अस्पतालों में जन्म लेते हैं. अभी इसमें गांवों और कस्बों के घरों में पैदा होने वाले बच्चों की संख्या नहीं जुड़ी है. एक मिनट में 25 बच्चों का जन्म यह साफ करता है कि आज चाहे भारत कितना भी प्रगति कर रहा हो या शिक्षित होने का दावा करता हो पर जमीनी हकीकत में अब भी उसमें जागरुकता नाम मात्र की है.

  • जागरुकता के नाम पर भारत में कई कार्यक्रम चलाए गए, ‘हम दो हमारे दो का नारा’ लगाया गया लेकिन लोग ‘हम दो हमारे दो’ का बोर्ड तो~ दीवार पर लगा देख लेते हैं लेकिन घर जाकर उसे बिलकुल भूल जाते हैं और तीसरे की तैयारी में जुट जाते हैं. भारत में गरीबी, शिक्षा की कमी और बेरोजगारी ऐसे अहम कारक हैं जिनकी वजह से जनसंख्या का यह विस्फोट प्रतिदिन होता जा रहा है.

  • आज जनसंख्या विस्फोट का आतंक इस कदर छा चुका है कि ‘हम दो हमारे दो’ का नारा भी अब बेमानी लगता है इसलिए भारत सरकार ने नया नारा दिया है “छोटा परिवार, संपूर्ण परिवार.” छोटे परिवार के कई फायदे हैं बच्चों को अच्छी परवरिश मिलती है, अच्छी शिक्षा से एक बच्चा दो बच्चों के बराबर कमा सकता है. बच्चे और मां का स्वास्थ्य हमेशा अच्छा रहता है जिससे दवाइयों का अतिरिक्त खर्चा बचता है. यह तो मात्र दो ऐसे फायदे हैं जो एक छोटे परिवार में होते हैं. ऐसे ही ना जानें कितने फायदे छोटे परिवारों के होते हैं. जागरुक बनिए और संपूर्ण परिवार को~ चुनिए.

  • आइए संकल्प लें कि हम अपने और आसपास के लोगों में यह जागरुकता फैलाएंगे कि वह भी छोटा परिवार चुनें और देश के विकास में भागीदार बनें. सरकार तो जागरुकता फैलाने की कोशिश कर ही रही है पर उससे ज्यादा आपकी बात आपके आसपास के लोगों में जागरुकता फैलाएगी.

  • १९८९ में संयुक्त राष्ट विकास कार्यक्रम के अंतर्गत विश्व की बढ्ती आबादी की पड्ताल करने के लिये विश्व ज़नसंख्या दिवस मनाने की शुरुआत हुई।इसका मुख्य उद्देश्य विश्व भर के देशों को ज़नमत द्वारा यह स्पष्ट करना था कि कौन-कौन से देश आबादी को बढाने में सबसे ज्यादा आगे हैं और इससे विश्व भर को भारी मुश्किलों का सामना करना पड सकता है।

  • संयुक्त राष्ट्र की ताज़ा रिपोर्ट में यह खुलासा किया गया है कि एशिया और अफ्रिका में जन्मदर के तेज़ी से निरन्तर बढ्ते रहने के का~रण विश्व की जनसंख्या भी तेज़ी से बढ्ती रहेगी। रिपोर्ट के अनुसार २०५० के आसपास दुनिया की आबादी ९.३अरब तक पहुंच चुकी होगी और २०१० तक यह संख्या-१०.१ अरब तक जा सकती है।

  • भारत की जनसंख्या भी खतरनाक स्थिति में बढ्ती जा रही है।जल्द ही जनसंख्या बढाने वाले देशों की पहली पादान पर होगा यानि विश्व का सर्वाधिक आबादी वाला देश हिन्दुस्तान होगा।चीन जनसंख्या के मामले काफी सजग हो गया है,समस्या पूरी तरह कन्ट्रोल में तो नहीं है,परन्तु पहले के वर्षो के मुकाबले जनम दर काफी धीमी रफ्ता~र से बढ रही है।कारण है-कडे सरकारी प्रयास।भारत में इस गम्भीर समस्या पर सरकारी प्रयास बहुत ही कछुआ चाल से चल रहें है।सरकार के पास बढ्ती जनसंख्या को रोकने के लिये कोई ठोस और सार्थक कार्य योजना है ही नहीं।परिवार नियोजन के कार्यक्रम भी कोई बेहतर परिणाम नहीं दे पा रहे हैं।परिवार नियोजन के सरकारी कार्यक्रम ऊँट के मुंह मे जीरा के समान है।ऊपर वाले की कृपा के नाम पर आज़ भी हमारे देश में लम्बे परिवारों को देखा~ जा सकता है।कहीं बेटे की आस में पांच या छः बच्चे पैदा किये जा रहे है तो कहीं फैमिली प्लानिंग करना या आने वाली संतान को दुनिया में आने से रोकना धर्म के नाम पर पाप है जैसे अन्धविश्वासों में लोग अभी तक जकडे हुये है।इन्हीं सब कारणों से देश की स्थिति धीरे-धीरे जनसंख्या बिस्फोट की ओर बढ्ती~ जा रही है।अनपढ,पुरानपन्थी-अंधविश्वासी,गरीब-देहाती लोगों को छोड दें तो भी शहरों-महानगरों में ऎसे शिक्षित और धार्मिक लोग मिल जायेगे जिनके परिवार में चार या पांच बच्चे है जिसका सबसे बडा कारण रहा है कुलदीपक की तमन्ना-जो मरने के बाद उन्हें स्वर्ग तक पहुँचायेगा।आज की भंयकर समस्या को जीते-जी झेलने वाले मरने के बाद के विषय में सोच लेते हैं पर ये नहीं समझ पाते कि- वो अपनी आने वाली पीढी के लिये समस्याओं का तोहफा देकर जायेगें।उनके नौनिहालों के लिये आने वाले समय में पीने के लिये साफ पानी,बिज़ली,रोटी,रोज़ी,आवास,कपडे जैसी बुनियादी जरुरतों के लिये भी मुहताज़ होना होगा। इसी तरह की मानसिकता, खोखली-सडी-~गली रुढियों से देश में कितनी ही समस्यायें बढ्ती जा रहीं हैं।लिंगानुपात यानि लड्के और लडकियों के बीच एक बडा असंतुलन हम देख ही रहे हैं।इसके घातक दुष्परिणाम आने वाले समय में देखने को ज़रुर मिलेगे जब कुलदीपक के लिये बधू ढूंढ्ना मुश्किल होगा।


  • पानी,बिज़ली रोज़गार,स्वास्थ्य,आवास की समस्या दिनोदिन बढ्ती ही जा रही है।स्कूल,कालेज़ और शिक्षण सस्थानों में भीड बड्ती ही जा रही है।महानगरों में आये दिन जाम की समस्या बनी रहती है।सरकारी अस्पताल हों या प्राइबेट अब सभी में मरीज़ों की मारामारी रहती है।हर जगह हमारा सामना लम्बी लाइनों से~ होता है।संसाधनो को देखते हुये लोगो की भीड बहुत तेज़ी से बढ रही है।लोग आये दिन सरकार के खिलाफ धरना प्रदर्शन तो करते है,पर अपने प्रयासों से कुछ करना नहीं चाहते।जिन लोगों के परिवार सीमित है उन्हें भी सभी समस्याओं से जूझना पड्ता है।यदि समस्या का समाधान तुरन्त नहीं निकाला गया तो निश्चित रुप से हम जनसंख्या बिस्फोट के शिकार हो जायेगें और सभी को भारी मुसीबतों का सामना करना पडेगा।

  • जागरुकता और शिक्षा से ही जनसंख्या पर नियन्त्रण सम्भव हो सकता है।जब लोग सही मायनों में शिक्षित होगें तो उन्हें बढ्ती जनसंख्या के नुकसान समझाने आसान होंगें।जब देश में शिक्षा का स्तर बढेगा तो गरीबी और लोगों की आय के श्रोत भी बढेगें।गरीब तबका जितने हाथ उतनी उन्नति की मानसिकता से बाहर आयेगा।सरकार को भी अब और इन्तज़ार नहीं करना चाहिये।कोई सख्त कानून और नितियां बना ठोस-सार्थक पहल की शुरुआत करनी चाहिये।

    • World Population Day – Do you know what one of the biggest achievements of all the time has been? Decreasing mortality rates all over the world.

    • The primary concern with observing a day entirely as World Population Day was to center attention on the immediacy and consequence of population issues in the context of overall development plans and programs and the need to find solutions for these issues of the effects of growing population. The greatest identifiable threat caused due to over population is the alarmingly fast depletion of natural resources and threat to sustainability. But albeit being a threat to life itself, the World Population is also an opportunity to celebrate the spirit of brotherhood and to realize the responsibility we have towards another in this great big world we call our family.
    • n 1989, in its decision 89/46, the Governing Council of the United Nations Development Programme ~ecommended that, in order to focus attention on the urgency and importance of population issues in the context of overall development plans and programmes and the need to find solutio~ns for these issues, 11 July should be observed by the international community as World Population Day.
    • Today’s 1.8 billion young people are shaping social and economic realities, challenging norms and values, and building the foundation of the world’s future. Yet too many young people continue to grapple with poverty, inequality and human rights violations that prevent them from reaching their personal an~d collective potential.

    • Educate people to remove the gender stereotypes from society.
    • Educate them about the pregnancy related illnesses to raise the public awareness about dangers of early childbirth.

    • Demand for some effective laws and policies implementation in order to protect girl child rights.
    • Make sure about the access of equal primary education to both girls and boys.
